A way to bench test motors?

Is there a way to test run brushless motors on the bench with a cheap controller. even if it didn't vary the speed. It wouldn't have to be light or small, just to be able to run it and take some measurements would be nice! anybody know of anything?

I would like to elaborate on this question. I have a 43mm stator here from a VCR and would like to know it's best rating once I wound it. How can I find the max power? Do I just mount a prop, run it full speed and measure volts and amps to get the consumed power, then use a bigger prop and do the same untill the motor get's up the 50 degrees centigrade?
